More reliable Skyblock progression

Skyblock progress stays consistent when a skill notification cannot be loaded.

• Saved Skyblock experience, collections, and generator progress are no longer applied twice when a notification lookup fails.
• Mobile device registration rejects malformed identifiers, keeping device records consistent.
